Access restrictions: Adoption records are sealed and not available to the public. Family law records involving children may have restricted information. Modification petitions involving child support, spousal maintenance, or income withholding carry no filing fee.

Marriage licenses and records:

The Whiteside County Clerk issues marriage licenses and maintains marriage records dating back to 1839. Marriage license applications can be completed through the online portal before visiting the office. Birth and death records:

The County Clerk also serves as custodian of vital records, holding birth and death records from 1878 to the present. These records are not public under the Vital Records Act (410 ILCS 535) and are available only to eligible individuals. Records can be requested in person, by mail, or online through the County Clerk’s vital records portal.

Eligible requesters for birth certificates include the named individual, parents listed on the certificate, legal guardians, authorized legal representatives, and persons with a court order. Death certificate requesters must be blood relatives, persons with a personal or property interest, authorized legal representatives, or persons with a court order. Genealogists may access vital record indexes prior to 1916 and may obtain copies of birth records older than 75 years and death records older than 20 years, stamped “for genealogy only”.
